Anyone based in New Zealand and providing immigration advice about this country must have a licence (unless they are exempt). Licensing for overseas immigration advisers is compulsory from 4 May 2010. In other words after May 2010 an Immigration or Education Consultant based in Inda is prohibited from giving immigration advice or representing clients during their application process with New Zealand Immigration Authorities, including Immigration New Zealand in New Dehli.
